Garmin GPS API is avaiable for download   
This is just came in. Garmin has published API for connecting to its GPS devices. This API allow Web developers to write programs for Garmin GPS devices that may target such areas as consumers, it will allow transfer data between devices and web sites and other useful functionality of GSP Devices based on Garmin architecture.

I found this url for the GPS developer center: http://developer.garmin.com/ This is what Garmin said on their web site: "Developer zone dedicated to software developers and content providers who want to make their website, applications and data content compatible with Garmin navigation systems"
